Due mostly to smaller than expected increases in property values, the Elmbrook School District's tax rate is expected to increase 31 cents to $9.70 per $1,000 of equalized property value for 2008-09.

District property values were projected to increase by 4.5 percent but only went up about 1.35 percent, according to Bob Borch, assistant superintendent of finance. Borch said the small increase in value was in line with neighboring districts, including Waukesha and Menomonee Falls, which have also seen increases ranging from 1 percent to 2 percent.

Since property lower values yield smaller levies, the tax rate must rise to make up that difference.

Other factors included fluctuations in state aid, and increases in utility and fuel costs.

The district's total property tax levy is up about 3 percent, from $73.3 million to $76.5 million.

Borch pointed out that while the new estimated tax rate of $9.70 per $1,000 of equalized property value is higher than last year's $9.42 rate, it is only a penny more than the 2006-07 rate of $9.69.

These numbers are not final until the board publishes its final budget on Tuesday, Oct. 28. Borch said the tax rate could still change.
